NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

VEHICLE SPEED CONTROL:CRUISE CONTROL

I WAS DRIVING IN CRUISE CONTROL AT 55 MPH ON A HIGHWAY ON A DRY SUNNY DAY. NO WEATHER ISSUES. SUDDENLY, THE CAR ACCELERATED AND VEERED OFF ACROSS THREE LANES OF THE HIGHWAY, ACROSS THE MEDIAN, THROUGH THE GUARDRAIL IN THE MEDIAN AND INTO ONCOMING TRAFFIC. THE BRAKES LOCKED UP AND THE CAR CONTINUED AT HIGH SPEED BACK INTO THE MEDIAN, CLIPPING THE GUARDRAIL THREE MORE TIMES. WHEN I GOT MY SENSES BACK, I TURNED THE IGNITION OFF AND PULLED OUT THE KEY. THE CAR ROLLED TO A STOP IN THE MEDIAN. THE ONLY REASON THERE WERE NO INJURIES, IS THAT THERE WAS LITTLE TRAFFIC ON THIS SUNDAY AFTERNOON AND I DIDN'T HIT ANYONE IN THE ONCOMING TRAFFIC LANE. STARTED MY TAHOE TO DRIVE HOME AND I'M GOING 70 MPH DOWN A HIGHWAY WHEN ALL OF A SUDDEN MY ENGINE LIGHT POPS ON AND SAYS ENGINE POWER IS REDUCED PLUS IT SAYS SERVICE TRACTION CONTROL AND SERVICE STABILITRAK. I WENT FROM 70 MPH TO 20 MPH IN LESS THAN 5 SECONDS AND NOW MY TAHOE IS SPUTTERING AND HAS NO POWER. THE WHOLE VEHICLE IS VIBRATING. I'VE SHUT OFF THE VEHICLE MULTIPLE TIMES AND I CAN'T GET THE ERROR TO GO AWAY. SITTING AT AN IDLE MY RPMS FLUCTUATE CONSISTENTLY. UNKNOWN BUT I HAVE A FEELING THAT THE THROTTLE BODY IS GOING OUT ON THE ENGINE, IT WOULD BE THE ONLY THING I CAN THINK OF THAT WOULD CAUSE THE ENGINE TO DROP SPEED AND SPUTTER LIKE THIS NON STOP.

ON NUMEROUS OCCASIONS (35 PLUS TIMES IN PAST 2 MONTHS) I HAVE EXPERIENCED A TERRIFYING COMPLETE LOSS OF POWER TO EVERY ELECTRONICALLY CONTROLLED COMPONENT OF MY VEHICLE. FOR 3 TO 5 SECONDS I HAVE ABSOLUTELY NO POWER STEERING, TRACTION CONTROL OR HEADLIGHTS. MY DASHBOARD DISPLAY GOES BLANK, ALL RADIO AND AC DISPLAY GOES OFF AS WELL AS THEIR FUNCTIONS, MY DOOR LOCKS REPEATIDLY LOCK AND UNLOCK AND MY ACCELERATION STALLS OUT. TL* THE CONTACT OWNS A 2011 CHEVROLET TAHOE HYBRID. WHILE PERFORMING A TURN AT 10 MPH, THE VEHICLE EXPERIENCED A LOSS OF STEERING ABILITY AND IT REQUIRED MORE EFFORT TO OPERATE THE VEHICLE. IN ADDITION, THE SERVICE POWER STEERING WARNING INDICATOR ILLUMINATED. THE CONTACT PULLED OVER, TURNED OFF THE VEHICLE, AND RESTARTED IT MANUALLY. THE VEHICLE BECAME OPERABLE, BUT THE AIR CONDITIONING FAILED TO OPERATE. THE DEALER AND MANUFACTURER WERE NOT CONTACTED. THE FAILURE MILEAGE WAS APPROXIMATELY 130,000.
